To answer the question about the water heater: it was initially a minor problem but got worse over time until it stopped working altogether. And at that point in my life I was messy too (only I kept my mess confined to my room, the door of which I kept closed).

Forget the water heater, why didn’t they raise a fuss to the landlord before? Why would anyone put up with all of that? The rent couldn’t have been THAT great.

I assume they mean there was something relatively minor that was wrong with the water heater, but they probably still had hot water. Maybe it leaked or made weird noises or something.
